After my first story on the Conyers Police Department's 10-year, $6.86 million contract with Flock Safety, many of you asked to see the documents. They are posted at the bottom of this story, exactly as the City of Conyers released them under the Georgia Open Records Act.
Here is where to find the key facts, so you can check them yourself.
The Documents, Page by Page
All page numbers refer to the city's records response CH-277-2026.
All documents are below you can click on them and download them.
- Page 4, Billing Schedule: The cost for each of the 10 years, from $296,403 in Year 1 to $891,000 in Year 10, for a total of $6,857,386.
- Page 9, Signature page: Signed by Chief R. Scott Freeman and Flock's Chief Legal Officer on September 30, 2025. The line for a city purchase order number is blank.
- Page 2, Equipment list: The 52 license plate readers, 70 video cameras, 10 private-property cameras, and 3 drones.
- Page 30, Statement of Work: Placement of the private-property cameras is up to the police department and "contingent on approval of business/owner's private property."
- Page 26, Section 11.15: If the City Council does not fund Flock in a future budget, the city can end the contract without penalty.
Setting the Record Straight
Some numbers circulating online put the cost at thousands of dollars per camera per month. The contract does not support that. Year 1 covers about 132 cameras plus drones, gunshot detection, and software for $296,403, which works out to less than $200 per camera per month. Even in Year 10, it is roughly $560.
Your Questions Are Going to the Chief
Chief Freeman has agreed to an in-person interview and a walkthrough of the department's Flock operations. I have sent him the questions residents raised, including who has access, how misuse is caught, where data is stored and whether it is shared with federal immigration authorities, why schools are part of the plan, and whether residents can get footage without hiring an attorney.
I have also filed a new Open Records Act request for council minutes, the city's purchasing policy, and the school camera agreement.
I will report the chief's answers and check them against the records.
